Hong Kong and Shanghae Banking Corporation, Dear Sir Francis,
31, Lombard Street, London, October 8, 1909. HILLIER wires that the Yuchuanpu is to take over the negotiations for the Hukuang Railway Loan. Iregard the prompt action of the Chinese Government in substituting as Hukuang negotiator a department (Yuchuanpu) for an individual (Chang) as highly satisfactory. The Yuchuanpu will no longer be able to say, as did Chang, that railway extensions outside the Hukuang provinces do not lie within its competence.
I inclose copy of Hillier's telegrams and my reply, together with copies of telegrams which I have dispatched to-day to the French and German groups.

Re your wire of 8th October, we regard the information as satisfactory. Re my wire of 27th September, we have abandoned idea of convening conference for the present in deference to request of French, who desire to make fresh attempt themselves to secure joint diplomatic action Peking in favour of the object referred to in my wire of the 3rd September.

Telegram received from Peking, October 8, 1909.
An Imperial Edict has been issued appointing Board of Communication (Yuchuanpu), Peking, take over negotiations Hukuang Railway Loan. We think favourably of appointment. With reference to foregoing telegraph to us, what is the present situation ? What are the prospects of conference? In the absence of informa- tion our position is very difficult.
